Horninglow and Eton Parish Council has decided to update Policy HE5 of the Neighbourhood Plan and following a period of consultation between May and August 2018, have submitted the updated plan and associated documents. East Staffordshire Borough Council are now consulting on the updated plan for a period of 6 weeks.

Making of the Horninglow and Eton Neighbourhood Development Plan
Voters in Horninglow and Eton Parish gave a resounding ‘yes’ to their Neighbourhood Plan on 5th March 2015. with 88.5% of people voting endorsing the plan.
The Neighbourhood Plan was therefore ‘made’ – that is adopted by East Staffordshire Borough Council's Cabinet on 16th March 2015 resolved to make the Horninglow and Eton Neighbourhood Development Plan under Section 38(4) of the Planning and Compulsory Purchase Act 2004 (as amended).
Horninglow and Eton Neighbourhood Plan Referendum - Thursday 5th March 2015
The Horninglow and Eton Neighbourhood Plan was independently examined in November last year and the Examiner recommended that, subject to some modifications, the Plan should proceed to Referendum. The Borough Council agrees with the Examiner’s report and voted to progress the Plan to Referendum at the Cabinet meeting on 19th January 2015.
The local community endorsed the Horninglow & Eton Neighbourhood Plan, with a 88.5% ‘yes’ vote (1038 ‘yes’ votes to 135 ‘no’, 9 ballot papers rejected). The ballot generated just over 11% turnout of the 10594 eligible voters.

The Horninglow and Eton NDP was independently examined by a suitably qualified planning professional in November. The Inspector's Report is now available and can be found here. ESBC will publish a decision statement in January 2015.
Draft Neighbourhood Plan
In accordance with section 16 of the Neighbourhood Planning (General) Regulations 2012 East Staffordshire Borough Council invited feedback from organisations and individuals on the Horninglow and Eton Neighbourhood Development Plan. The consultation period lasted for 6 weeks and ran from 11th August 2014 to 6th October 2014.
A draft version of the document underwent consultation March-April 2014 by Horninglow and Eton Parish Council. Comments made to the Parish Council from this consultation helped inform changes to the document submitted to East Staffordshire Borough Council. The Neighbourhood Development Plan, written by Horninglow and Eton Parish Council and working group proposes a number of policies on housing, transport and the environment.
The Neighbourhood Development Plan is split into three main documents:
- Neighbourhood Plan 2013-2031
- Consultation Statement (July 2014)
- Basic Conditions Statement (June 2014)
It is the responsibility of the council to collate all the representations and pass them on to the independent examiner, who will look at them and the plan documents when assessing whether the plan meets the legislation and can therefore proceed to referendum.
Horninglow and Eton Parish Council consulted on their draft Neighbourhood plan from 3rd March to 14th April.
Along with ten other parishes in East Staffordshire Borough, Horninglow and Eton was designated a Neighbourhood Area in December 2012 and was also awarded £20,000 of front runner money to assist the parish in writing the plan.
