 The Community Safety Partnership Plan

From April 2008, East Staffordshire CSP will begin delivery on its three year Partnership Plan (2008-11). The document set out below is the delivery framework for the Partnership Plan. In order to deliver across a range of Safer & Stronger outcomes the CSP has formed a number of focused task groups to address those issues relevant to East Staffordshire and it's residents.

The new Partnership Plan has seen the introduction of a Business Crime Task Group and a Community Cohesion Task group. In addition to this the remit of the existing ASB Task Group has been expanded to incorporate Criminal Damage after consultation identified a strong link between ASB & Criminal Damage.

Whilst no task group operates in isolation the delivery framework seeks to explore those linkages that address cross cutting themes and brings together a range of partners to support the delivery of the LAA and the ambitions of the LSP.

Underlying this framework each Task Group will produce an action plan that will incorporate key actions and milestones that will inform the delivery of the Safer & Stronger Partnership of the LSP.

In order to ensure that those issues that are current and relevant to local people are addressed the Partnership Plan is updated by annual Strategic Assessment. The Strategic Assessment allows the CSP and its partner members to monitor progress against the Partnership Plans strategic aims and where necessary make amendments to reflect the local need.

 Partnership Plan Delivery Framework

Task Group Goals
Anti-Social Behaviour &
Criminal Damage
  • Develop and introduce strategy to improve Public Perception + reassurance levels around Anti-Social Behaviour.
  • Tie into Local Environmental Action Plans (LEAPs) in relation to targeting hot-spot locations for Anti Social Behaviour and Criminal Damage.
  • Work with Fire and Rescue Service to develop a reduction strategy around arson issues.
  • Develop working group utilising analysts to establish e deeper understanding of ASB and Criminal Damage issues affecting East Staffordshire.
  • Work with partners and analysts to establish criminal damage hotspots and red routes in order to focus activities and interventions.
Business Crime
  • Establish Town Centre LEAP operation in conjunction with Living Environment Task group.
  • Develop action plan with Partners and business owners to reduce “Drive Off” offences within East Staffordshire.
  • Develop strategy to increase awareness of and reduce incidents of Business Crime.
  • Develop links with partners in relation to Crime Prevention interventions and CCTV.
  • Link with Substance Misuse Task Group to develop understanding and interventions around volume retail crime (shoplifting).
Domestic Violence Forum (Linked into Violence Task group)
  • Continue focus on improving “first time” reporting to agencies.
  • Produce sexual violence strategy.
  • Develop MARAC process in order to further reduce repeat victimisation.
  • Introduce and evaluate Safeguard alarm system for high risk victims.
  • Develop revised Sanctuary Scheme around target hardening for repeat victims.
Road Safety
  • Focus activities and resources based on National "Think" calendar.
  • Develop Partnership events promoting Road Safety in accordance with the above.
  • Utilise Community Speed-Watch schemes to promote road safety and reduce speeding issues through PACT meetings.
  • Develop ANPR capability within East Staffs Partner agencies.
  • Develop liaison between enforcement agencies (Parking Attendants, Safety Camera Partnership, Police.)
  • Develop Communications campaign including use of ES News.
Substance Misuse
  • Work with Violence Task Group to promote responsible drinking and look into zero-tolerance policing in relation to drunk and disorderly issues (early evening “Vampire “ policing)
  • Develop strategy to link prevention, enforcement and treatment elements incorporating improved links with partner organisations.
Living Environment
  • Develop monitoring and evaluation process for LEAP operations.
  • Utilise analytical capability to correctly focus LEAP activity based on need and appropriate response.
  • Work with Violence Task Group to develop Town Centre LEAP operation.
  • Consider LEAP activities in Heath East and Uxbridge areas.
Violence
  • Develop "LEAP" operations focussing on Disorder and Violence issues on East Staffs Town Centres in conjunction with Business Crime TG.
  • Develop Awareness campaigns in conjunction with Media Officers.
  • Publicise success and achievements.
  • Improve links between Police and LA enforcement / licensing teams.
Community Cohesion
  • Work with ESREC and PACH partners to develop strategy in relation to Community Cohesion.
  • Explore potential for developing PACTs into other areas, both geographical and community based.
  • Establish ties with ESBC citizen’s panel and PACT meeting co-ordinators.
  • Arrange Cultural awareness events to promote community cohesion.
  • Develop strategy to evaluate and improve cohesion within schools.
  • Develop a partnership plan in relation to process and procedures in light of incidents on a local national or international basis.
Joint Operations
  • Develop Media strategy along with Media officers to reflect successes/priorities.
  • Re-launch anti-burglary project “Lock-it Protect-it” specifically in hot-spot areas.
  • Establish graffiti tagging database between partner agencies to identify offenders.
  • Improve liaison with PACT group to ensure co-ordination of activities.
