Regulation 16 Consultation

Under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012, Newborough Parish Council has submitted its draft Neighbourhood Development Plan (Neighbourhood Plan) to East Staffordshire Borough Council.  In accordance with Regulation 16, the Borough Council would like to invite comments from organisations and individuals on the submitted Neighbourhood Plan.  This ‘publicity’ consultation period lasts 6 weeks and runs from Wednesday 13th April 2016 to Friday 27th May 2016.

Newborough Parish Council undertook consultation on earlier drafts of their Plan, the most recent being between 15th October and 26th November 2015. Comments made to the Parish Council from this consultation helped inform changes to the document now submitted to East Staffordshire Borough Council.  The Neighbourhood Plan, written by a group made up of members from the community and from Newborough Parish Council, proposes a number of policies on heritage, housing, open space and traffic management.

The Neighbourhood Development Plan is split into four main documents:

It is the responsibility of the Borough Council to collate all the representations and pass them on to an independent examiner, who will look at them and the Plan documents when assessing whether the plan meets the legislation and can therefore proceed to referendum.

Hard copies of the plan can be found at:

  • Customer Service Centre, Burton Market Place
  • Customer service Centre, Uttoxeter Library
  • Mobile Library, please see Staffordshire County Council web site for details

By post to: Neighbourhood Planning, Planning Policy, East Staffordshire Borough Council, PO Box 8045, Burton upon Trent, DE14 9LG

If you wish to be notified of the Council’s decision on the plan proposal then please state this in your representation.

Re-running of Regulation 14 (Draft Plan) consultation

The Steering Group considered all comments received at the initial Regulation 14 consultation in early 2015. They have now published revised policies and are consulting on these from 15th October to 26th November 2015. This is a re-running of the “Regulation 14” stage of the preparation process.
