Home Energy Conservation Act (HECA)

Under the Home Energy Conservation Act 1995, local authorities are required to report on energy conservation measures being undertaken to improve the energy efficiency of residential accommodation in their areas.  Local authorities must produce HECA Progress Reports every two years starting from 2013 to update and highlight how we will improve the energy efficiency of local residential accommodation.

Fuel poverty continues to be a significant issue in the UK and East Staffordshire Borough Council recognises that undertaking and supporting both local and national measures is important to helping reduce this problem and improving people’s lives.
