Council Tax Reduction Consultation

As part of the major changes to the Welfare Benefits system, from 1st April 2013 the Council implemented its own scheme of support to help those people on low incomes pay their Council Tax.

The Government has stated that pensioners (persons who are of an age where they can claim pension credit) will continue to be protected under the national Council Tax Reduction scheme. The Council will continue to assist certain vulnerable groups with additional protection given under the Council’s Vulnerability and Work Incentives scheme.

We are asking residents in East Staffordshire to answer one question to have their say on the Council’s proposal for amending its current scheme to take effect from 1st April 2018. The consultation will close on Friday 6th October.

The Proposal

Current scheme: Under the current scheme for working age claimants, Council Tax Reduction can be backdated up to a maximum of six months prior to the date the claim was received providing the claimant can show they had ‘good cause’ for not claiming at the earlier date.

Proposal: We propose to amend this by reducing the maximum period of backdating from 6 months to 1 month prior to the date the claim is received, providing the claimant can show ‘good cause’ for not claiming at the earlier date. This is in line with the current Housing Benefit regulations and pensioners, claimants classed as disabled, claimants with disabled children and claimants receiving War Pensions would not be affected by this change.
