Air Quality Updating and Screening Assessment Summary 2006

This Local Authority will be progressing to a Detailed Assessment for the following pollutants: -

  • Nitrogen dioxide (NO2)
  • Particulates (PM10)

A detailed assessment is not required for: -

  • Carbon monoxide (CO)
  • Benzene (C6H6)
  • 1,3-butadiene (C4H6)
  • Lead (Pb)

Note:

Although this assessment had highlighted the need to progress to a Detailed Assessment for SO2, further evidence has highlighted that exceedances are unlikely, therefore SO2 will no longer need to be considered in the next Detailed Assessment

In relation to the intended AQMAs, a Further Assessment will be undertaken for: -

  • Nitrogen Dioxide (NO2)

Carbon monoxide

It remains the case that a Detailed Assessment is not required for carbon monoxide. Background levels of carbon monoxide in the Borough are not significant in review and assessment terms and there are no sources that require consideration.

Benzene

Benzene does not require a Detailed Assessment. There are no significant sources within or bordering the Borough. Background levels of benzene are also insignificant in terms of the review and assessment process.

Large petrol stations along busy roads can sometimes require closer consideration, although there are no suitable receptors in this instance.

1, 3-butadiene

As with benzene, there are no sources that required consideration and therefore a Detailed Assessment is not necessary. In addition, background 1,3-butadiene concentrations are also insignificant in relation to the review and assessment process.

Lead

A Detailed Assessment undertaken in previous rounds of review and assessment identified no Objective exceedences. No new sources or significant increases in emissions have been identified since this time, and therefore a Detailed Assessment is not required.

Nitrogen dioxide

This Updating and Screening Assessment initially highlighted the need to progress to a Detailed Assessment for emissions from Coors Brewers Limited (Shobnall Maltings). A screening and dispersion modelling exercise undertaken by Coors as part of their PPC Permit application in 2005, highlighted a likely exceedence in the annual Objective. However, since this report was completed, detailed dispersion modelling has now indicated that exceedences are unlikely, therefore a Detailed Assessment for this source will no longer be necessary.

A Further Assessment is already planned for a number of roads within Burton-upon-Trent. These roads are part of two intended Air Quality Management Areas.

Sulphur dioxide

Initially, this Authority found the need to progress to a Detailed Assessment for sulphur dioxide in relation to emissions from Coors Brewers Limited (Shobnall Maltings). The screening and dispersion modelling undertaken for the Coors PPC Application in 2005, also highlighted likely exceedences in all three Objectives. However, since this report was completed, detailed dispersion modelling has now indicated that exceedences are unlikely.

Particulate matter

The DMRB (Design Manual for Roads and Bridges) screening of roads within the Borough highlighted potential Objective exceedences at two busy road junctions within Burton-upon-Trent. On the basis of these exceedences, it has been decided to progress to a Detailed Assessment for all roads currently under consideration for the two intended nitrogen dioxide AQMAs. These roads are considered to have the highest potential for exceedences, in terms of traffic emissions.

Note:

Further monitoring data for 2006 has highlighted additional exceedances of the NO2 Objective. This together with the findings of the previous Detailed Assessment and Progress Report has led to the decision for Air Quality Management Areas (AQMAs) to be declared which have taken the form of ‘Official Orders’ relating to two geographical areas, which will now be subject to Action Planning to improve air quality and a Further Assessment (see Air Quality Review and Assessment page for further details). East Staffordshire Borough Council is well into progressing with the Further Assessment and has also contracted out its management of air quality data to ensure more reliable and credible results to support air quality decisions and assessments over the coming months.
