Air Quality Progress Report 2005
Summary
This document was East Staffordshire Borough Council’s first Air Quality Progress Report and was a requirement of Local Air Quality Management (LAQM) originating from The Environment Act 1995.
East Staffordshire Borough Council completed its first round of Review and Assessment in 2000 and found that none of the pollutant Objectives set out in the Air Quality Regulations 2000 and Air Quality (England) Amendment Regulations 2002 were likely to be exceeded. This Authority has since completed its second round of Review and Assessment which was a two-stage approach, comprising an Updating and Screening Assessment completed in April 2003 and a Detailed Assessment completed in April 2004. Modelling and monitoring during the Detailed Assessment showed that nitrogen dioxide levels were expected to exceed the 2005 annual Objective of 40 mg/m3 at :-
- Derby Turn roundabout
- Wellington Street.
Further monitoring information from around the time of the Detailed Assessment also showed likely exceedences at these further locations: -
- Derby Street
- Horninglow Road
- Horninglow Street
- Bridge Street
- St Peters Bridge roundabout in Stapenhill.
This Progress Report considered new monitoring data for 2004, which at the time provided longer-term information and trends.
This report also considered any new local developments that may have impacted on air quality, as well as updating on any relevant strategy or policy changes since the completion of this Authority’s previous Detailed Assessment.
The most recent monitoring data continued to confirm likely exceedences in the annual 40 mg/m3 nitrogen dioxide Objective at many of the locations identified, although a general reduction was seen for 2004 nitrogen dioxide levels compared to 2003.
The locations previously highlighted remained above or around the 40 mg/m3 nitrogen dioxide Objective despite a reduction in concentrations. A few locations did go against this trend and were subject to a concentration increase.
The Progress Report identified no additional areas that were likely to exceed Air Quality Objectives.
Note:
Following completion of the Progress Report in April 2005, the monitoring tube network was extended to monitor air quality within the areas highlighted above in more detail, as well as the addition of new tubes near to the junctions of adjoining roads / streets to gain a better picture of the lateral spread of any exceedances. The completion of an Updating & Screening assessment in April 2006, used modelling data of traffic and monitoring data in which continued exceedances were highlighted as well as exceedances at additional locations that had previously been below the nitrogen dioxide Objective. Further monitoring data for 2006 has also highlighted additional exceedances.
