 Local Strategic Partnership: Overview

Welcome to East Staffordshire – Local Strategic Partnership

The East Staffordshire Local Strategic Partnership (LSP) brings together organisations from the public, private, community and voluntary sector within the East Staffordshire area, with the objective of improving local people's quality of life.

The vision of the LSP is set out in the Sustainable Community Strategy as follows:

‘East Staffordshire is a Borough where people matter and where people want to live, work and spend their leisure time’.

The LSP has been recently been through a re-structure process with a streamlining of meetings and reporting arrangements.

From September 2012, the LSP will be managed by a single high level Public Services Board (PSB). The PSB brings together the most senior decision makers across the public service organisations in East Staffordshire with a view to improving public service delivery in a meaningful and transparent way.

The PSB will identify areas for joint commissioning and efficiencies across the public sector; identify opportunities for pooling of funding and establish a platform for future working with health bodies including the Staffordshire Health & Well-Being Board and East Staffordshire Clinical Commissioning Group.

The new PSB will also continue to discharge statutory functions such as the Community Safety Partnership and provide a link with the incoming Police & Crime Commissioner. The PSB has recently published its new Community Safety Plan for 2012-2014.

PSB members meet on a quarterly basis and represent key organisations that commission public services or ‘responsible authorities’ that deliver essential services to the community. Membership includes:

  • Cllr R G Grosvenor, Leader of the Council, East Staffordshire Borough Council
  • Andy O'Brien Chief Executive East Staffordshire Borough Council
  • Helen Gill / Cllr Liz Staples - Staffordshire County Council
  • Kate McConnel, Senior Manager Staffordshire Probation Delivery Unit, Staffordshire Probation Service
  • Chief Inspector Steve Maskrey – East Staffordshire LPT Commander, Staffordshire Police
  • Tim Hyde – Head of Eastern Service Delivery Group, Staffordshire Fire & Rescue Service
  • Jon Topham – District Public Health Lead, South Staffordshire Primary Care Trust
  • Dr John Tansey, East Staffordshire Clinical Commissioning Group
The following organisations also attend PSB meetings from time to time:
  • Burton & South Derbyshire College
  • Queen’s Hospital
  • Job Centre Plus
