What is the LLPG?
L = Local - Everything falling within East Staffordshire Borough Councils boundaries
L = Land - Parcels of land
P = Property - All properties, whether private or commercial
G = Gazetteer - A directory of place names giving the geographical location for each
The LLPG at ESBC is a list of all properties and parcels of land that fall within the district boundary. The aim is to replace the many separately held and maintained property databases within the local authority, with a single central land and property database.
This will create a consistent approach and standard to addresses and their format (compliant to the national standard for addresses BS7666), avoid duplicate addresses and ensure each department are aware of all new addresses.
This will enable efficiencies to be realised and increase the council’s capacity for "joined up" working. It also provides the opportunity to incorporate a spatial aspect and provides a link to a geographical location.
Each property and piece of land has a Unique Property Reference Number (UPRN) that will ultimately help to identify it across other organisations such as the National Land and Property Gazetteer, the Ordnance Survey, Land Registry, The Valuation Office and Royal Mail etc.
National Land and Property Gazetteer (NLPG)
The Local Land and Property Gazetteer (LLPG) at ESBC is part of a national project to create the National Land and Property Gazetteer (NLPG). The NLPG is composed of all the LLPGs produced by every local authority in England, Wales and Northern Ireland (Scotland has its own equivalent which is a couple of years ahead of the rest of the UK).
The NLPG www.nlpg.org.uk acts as a national hub for property data and is set to link national bodies and local authorities together to enable the rapid exchange of property information. The sharing of information will make it easier to maintain very up to date property information on both a local and national level.
This national database will be able to support other organisations e.g. the emergency services.
What is happening at East Staffordshire Borough Council?
We have a Level One LLPG, which means we submit our data to the NLPG on a regular basis (weekly). Currently the gazetteer address database is an integral part of the Planning Control, Building Control and Local Land Charges computer systems. Work is continuing to allow access for the computer systems in Electoral Register, Council Tax, Business Rates and Environmental Health.
Maintenance of the LLPG is the responsibility of the LLPG Custodian
