Affordable Housing
What is Affordable Housing?
Affordable housing is housing that is rented or sold at below market-rates. It comes in various forms:
- Social rented accommodation - where the landlord is a Housing Association.
- Shared-ownership - where you buy a percentage of a property and pay rent on the remainder.
- Shared-equity - where you buy a percentage of a property with a mortgage and the rest of the property with a discounted loan.

Developing new Affordable Housing in East Staffordshire
The Council works with Developers, Housing Associations and the Homes & Communities Agency to secure the development of new Affordable Housing.
The Council's
Housing Choice Supplementary Planning Document explains what affordable housing contribution will be sought from developers. This is based on the following evidence:
Strategic Housing Market Assessment Conclusions
East Staffordshire Affordable Housing Viability Study Final Report October 2010
Developing a subregional housing strategy in the North Housing Market Area
North Housing Market Area Housing Market Analysis 2009/10
North Housing Market Area Strategic Housing Market Assessment 2007
The need for affordable housing in certain rural parishes has been assessed for the Council by Midlands Rural Housing who have carried out local housing needs surveys. The Council has asked Midlands Rural Housing to look for suitable locations for the numbers of homes that are justified, meaning existing properties (including empty properties) which could be bought as affordable housing, or sites on which affordable homes could potentially be built under Local Plan Policy H13. The Housing Choice Supplementary Planning Document explains how this evidence will be considered.
