The Offices, Shops and Railway Premises Act 1963 (OSRPA) aims to secure the health, safety and welfare of people employed to work in offices, shops and certain railway premises.
If an employer intends to employ anyone to work in an office or shop, they are required by section 49 of the Act to notify the appropriate enforcing authority beforehand. They must provide specific details as laid down in the Notification of Employment of Persons Order 1964 (SI 1964/533). Failure to comply with this requirement is an offence.
This is done by completing form OSR1 and sending two copies to the appropriate authority as shown on the form. For most shops & offices in East Staffordshire, including catering premises such as cafés, restaurants and public houses, this will be to Environmental Health Department at the Council.

Where enforcement of health and safety is the responsibility of East Staffordshire Borough Council you should also complete the Record of Business Premises Information form.
